To the beloved clergy, the pious monastic community and the Orthodox faithful from the Romanian Patriarchate,<\/em><\/strong><\/p>\n Grace, peace, and joy from God, and from Us, hierarchical blessings!<\/em><\/strong><\/p>\n V<\/strong>enerating the saints, honouring the heroes of the nation, the hierarchs, the clergy, the monastics and all those who have played a special role in preserving and affirming the values \u200b\u200bof the Orthodox faith and the Romanian spirituality, is one of the duties of each Romanian. In the Romanian Orthodox Church, a tradition has been formed to pay tribute to significant works, as well as to commemorate personalities that have marked the history of our nation.<\/p>\n A<\/strong>t the initiative of His Beatitude Patriarch Daniel, the year 2017 was declared by the Holy Synod of the Romanian Orthodox Church as Commemorative Year of Patriarch Justinian and of the Defenders of Orthodoxy during Communism.<\/p>\n P<\/strong>atriarch Justinian Marina was born on 22 February 1901, in Suie\u015fti, V\u00e2lcea county, working as a teacher (1923-1926), parish priest and cleric in various churches in V\u00e2lcea (1924-1945), seminary director (1932-1939) director of the eparchial printing house (1939-1940), assistant bishop to the Metropolitanate of Moldavia (1945-1947), Metropolitan of Moldavia (1947-1948) and Patriarch of the Romanian Orthodox Church (1948-1977). As Primate of the Romanian Orthodox Church, Patriarch Justinian spiritually shepherded for nearly three decades (24 May 1948 – \u2020 26 March 1977), a period that remained in the memory of the Romanian people as the time of a severe persecution of the atheist communist political regime put in power in Romania, after March 1945.<\/p>\n W<\/strong>ith much courage and discernment, diplomacy and tenacity, Patriarch Justinian knew how to defend the Church from the systematic blows of the communist regime. Patriarch Justinian opposed, as much as possible, the abuses and interferences of the communist party in the life of the Church and its attempt to transform the Church into an institution subordinated to the political and ideological program of the Communist state, that is, tolerated and yet totally controlled, reduced to an insignificant role in society. Thus, Patriarch Justinian guaranteed the survival of the faith in God and of the Orthodox Church in Romania so that this Church could continue to serve a Christian people, but oppressed by an atheist communist regime.<\/p>\n D<\/strong>espite the hostile political regime in Romania, during the archpastoral service of Patriarch Justinian Marina, the Romanian Orthodox Church continued and intensified the administrative-organizational, pastoral-missionary and educational-cultural<\/em> activities helped by the adoption of a new<\/strong> Statute for the organization and functioning of the Romanian Orthodox Church<\/strong> and of the regulations for its implementation, the reorganization of theological education, and the reorganization and establishment of missionary, cultural or social institutions (the Romanian Patriarchate Workshops, the Romanian Orthodox Church Bible and Missionary Institute and Printing House, the Library of the Holy Synod, the Pension and Help House of the Romanian Orthodox Church, <\/em>etc.).<\/p>\n F<\/strong>or the first time in the history of the Romanian Orthodox Church, at the initiative of Patriarch Justinian, the Holy Synod decided to include among the saints a number of Romanian hierarchs, venerables, martyrs and confessors as well as the generalization of the veneration of saints whose relics are preserved in our country (1950 and 1955)<\/strong>.<\/p>\n A<\/strong>t administrative-construction<\/strong> level, by the care of Patriarch Justinian, numerous churches and monasteries were built and restored<\/strong>. He paid special attention to monastic settlements and parishes in the Archdiocese of Bucharest, the eparchy he pastorally cared for. Today, he is honoured among the founders-restorers of Antim, Radu Vod\u0103, Ghighiu, Ciorog\u00e2rla, Pas\u0103rea, Plumbuita, Nuns Skete and Zamfira monasteries, founder of the Techirghiol, Dragoslavele, Cricov \u2013 Jerc\u0103l\u0103i Sketes, founder-restorer of some important ecclesiastical edifices in Bucharest (Patriarchal Cathedral, Patriarchal Residence Chapel, Synodal Palace, as well as Saint Spyridon the New, Saint Eleftherios the New, Ca\u015fin and Domni\u0163a B\u0103la\u015fa churches). Religious (liturgical) art museums and social settlements for old and lonely priests<\/strong> have been organized in many monasteries.<\/p>\n I<\/strong>n pastoral-missionary<\/strong> domain, Patriarch Justinian supported and encouraged parish clerics to intensify pastoral activities, urging them to pursue continuous formation courses <\/strong>to keep alive and fruitful the faith of the believers confronted with the atheist propaganda of the new political regime.<\/p>\n A<\/strong>t the same time, Patriarch Justinian tried to limit the effects of the cleansing of the clergy and intervened in favour of arrested clergy, often “guilty” only to share values \u200b\u200bother than those of materialist atheism; he demanded the release of priests from prisons or employing within the Church those released, which caused the discontent of the Securitate organs.<\/p>\n H<\/strong>e tried to stop the aggressions of totalitarian regime against Orthodox monasticism, which was a bastion of spiritual<\/em> struggle against communism. Thus, he set up crafts workshops in the monasteries<\/strong> for both their subsistence and to prevent the monks from the monasteries from being banished on account of their social uselessness.<\/p>\n T<\/strong>he Patriarch strongly opposed the project of “reforming” the monasteries initiated by the communist state, forcing the political regime to assume its own responsibility for the harmful Decree 410<\/em> (28 Oct. 1959), which gave a heavy blow to monastic life by the abolition of many monasteries and sketes and the significant reduction in the number of monks and nuns in the ones left to function.<\/p>\n H<\/strong>e supported the Romanian Orthodox communities outside Romania<\/strong>, including the Romanian Settlement in Jerusalem and the Prodromos<\/em> Romanian Skete in the Holy Mountain Athos, by sending them books, vestments and objects for rite, as well as building materials or money.<\/p>\n O<\/strong>n cultural-educational<\/strong> level, after the prohibition of religious education in state schools and the nationalization of confessional schools, he decided to carry out a catechetical program (Oct. 1950). At the same time, Patriarch Justinian was concerned with the increase in the quality of theological education<\/strong> through the recruitment of a high-quality professorial body, including clergy and theologians, former political prisoners, as well as “undesirable” intellectuals for the communist regime.<\/p>\n D<\/strong>uring the time of Patriarch Justinian, many religious books<\/strong>, including two synodical editions of the Holy Scriptures (1968, 1975), were printed, and several central and eparchial theological publications, appreciated throughout the Orthodox space, were published.<\/p>\n D<\/strong>uring its patriarchal service, the Romanian Orthodox Church had good relations with the other Orthodox Churches, and also with other Christian communities in the country and abroad<\/strong>. Patriarch Justinian paid fraternal visits to the sister Orthodox Churches in Russia, Bulgaria, Greece, Israel (Jerusalem), Serbia, etc., as well as friendly visits to Great Britain, Belgium, Germany and Austria, supported inter-Christian dialogue through the participation of the Romanian Orthodox Church in various inter-Christian and international bodies.<\/p>\n A<\/strong>mong the luminous faces of the period when Patriarch Justinian spiritually shepherded, there are hierarchs, theology professors, students, monks, Christian intellectuals<\/em>, but above all the over 2,000 Orthodox priests<\/em> who were arrested and interrogated, imprisoned or sent to forced and exterminating labour at the Danube – Black Sea Canal<\/strong>, some even deported to Siberia, being considered dangerous for the new state political regime. Their strong faith and the courage to confess Christ through suffering have expressed the active or sacrificial resistance of the Church along with its liturgical resistance by preaching the faith and the practice of the Holy Sacraments and of other liturgical services<\/em>. It was a struggle with militant and aggressive atheism<\/em> that went beyond some conventional speeches and “official” compromises for “peaceful coexistence.”<\/p>\n T<\/strong>he patience and suffering of the Orthodox defenders and of the confessors from the communist prisons, the struggle and self-giving of worth remembering Patriarch Justinian Marina, the spiritual work of diligent and devout clergymen are proofs of the faith and sacrifice of the Romanian people, that we must permanently cherish and keep in our memory.<\/p>\n T<\/strong>he example of their lives full of devotional deeds and sacrificial acts is a permanent source of light and renewal for today’s Christian life<\/em>, and their commemoration of this year calls us to be confessors of Orthodox faith, founders of holy places and of Christian culture, urges that we have humble and merciful love in the soul, as well as worthy works of confessing the Christian faith today<\/em>.<\/p>\n I<\/strong>n order to convey to the present and future generations the Orthodox Christian faith and the cultural values \u200b\u200binspired by it, many conferences, congresses, symposia and thematic contests were organized<\/em> in the Romanian Patriarchate. During this Commemorative Year<\/em>, unpublished papers, articles, monographies, albums and photographs <\/em>were made accessible in the Romanian Patriarchate, in the eparchies and other publishing houses, according to the framework program approved by the Holy Synod in its working sessions of 28-29 October 2015, 25 February 2016 and 16 December 2016. Numerous media programs<\/em> (radio, television, online, etc.) have also been produced.<\/p>\n W<\/strong>e are glad that this year, 2017, at the feast of Holy Venerable Demetrios the New<\/em>, patron saint of the Patriarchal Cathedral and of Bucharest, we celebrated the Divine Liturgy together with His Beatitude Kirill, Patriarch of Moscow and All Russia, who brought to Bucharest a fragment from the relics of Holy Venerable Seraphim of Sarov<\/em>, with His Beatitude Archbishop Anastasios of Albania, His Beatitude Metropolitan Rastislav of the Czech Lands and Slovakia and other hierarchs representing the sister Orthodox Churches of Bulgaria, Georgia and Poland, Churches who suffered during the communist regime in these countries.<\/p>\n W<\/strong>e pray to the Most Holy Trinity to give us all strong faith, love for the Church and people, but above all to learn from the example of the confessors from the communist past, that the love which comes from faith in the Crucified and Risen Jesus Christ is stronger than the fear of death, because Christ Himself gives to the martyrs heavenly crowns of victory, according to the promise, “Be faithful unto death, and I will give you the crown of life<\/em>” (Revelation<\/em> 2:10).
